Support short title, author, etc. in Beamer (#10244)
+ Add `shorttitle`, `shortsubtitle`, `shortauthor`, `shortinstitute`, `shortdate`
to default.beamer.
+ Note that the brackets are inside conditionals, because some older beamer
versions don't allow the empty optional argument.
Closes #10248.
