T.P.Class: make `getPOSIXTime`, `getZonedTime` sensitive to...
`SOURCE_DATE_EPOCH` environment variable if set. (`getTimestamp` was
already sensitive.) This ensures that EPUB builds are reproducible.
Closes #7093.
