This fixes a number of regressions from pandoc 2.x. Properly handle caption, alt attribute in figures. No longer treat a paragraph with a single image in it as a figure (we have a dedicated Figure element now). Closes #8930, closes #8871.

Previously we used our own homespun formatting. But this produces over-long lines that aren't ideal for diffs in tests. Easier to use something off-the-shelf and standard. Closes #7580. Performance is slower by about a factor of 10, but this isn't really a problem because native isn't suitable as a serialization format. (For serialization you should use json, because the reader is so much faster than native.)

The main impact of this change is better reflowing of content interpolated into templates. Previously, interpolated variables were rendered independently and intepolated as strings, which could lead to overly long lines. Now the templates interpolated as Doc values which may include breaking spaces, and reflowing occurs after template interpolation rather than before.

Previously we used an odd mix of 3- and 4-space indentation. Now we use 3-space indentation, except for ordered lists, where indentation must depend on the width of the list marker. Closes #4563.
